UNDP Afghanistan Mission Statement:
UNDP has been working in Afghanistan for more than 50 years on climate change and resilience, gender, governance, health, livelihoods, and the rule of law. Under the broader framework of the Sustainable Development Goals (SDGs) and in close coordination with other stakeholders the Community-based Climate-responsive Livelihoods and Forestry (CCLF) project will strengthen the resilience of rural agro-pastoral communities in Afghanistan to the impacts of climate change on their livelihoods. The project will build capacities at community levels with investments in rural infrastructure for climate change resilience. Its interventions will focus on enhancing food security by replicating successful lessons and strategies of prior initiatives, relying on bottom-up approaches in which Community Level Committees (CLCs) and other types of community-based organizations (CBOs) play a central role. The project will facilitate adoption of climate resilient agricultural practices among farmers in both irrigated and rain-fed areas. The former with high value cereals, vegetables and fruit and the latter with short-duration, pest and disease-resistant varieties.
This will be complemented by investments in restoring and new rural water infrastructure to expand irrigation, coupled with water harvesting and soil and water conservation (SWC). Livestock owners will be supported through veterinary services and promotion of drought and disease-resistant varieties, combined with measures to restore and sustainably manage pastures and rangelands. Forest-dependent communities will be mobilised and supported to undertake assisted regeneration and reforestation combined with woodlots to meet local fuel and timber needs. All rural infrastructure will maximise use of local materials and designed for O&M by local communities.
Finally, the proposed activities are aligned with the Outcome 2 results of the United Nations Strategic Framework for Afghanistan (2023 -2025) programme - : By the end of 2025, more people in Afghanistan will benefit from an increasingly stable, inclusive, and employment-rich economy, with greater equality of economic opportunities and more resilient livelihoods, increased food production, and improved natural resources management and UNDP Afghanistan’s Transitional Country Programme Strategy Outcome 2: Improved economic opportunities and climate resilience recognized in the present programming context of Afghanistan.
Background and Objective of the assignment:
The Provincial Coordinators will assist and support the project manager in the overall management of the project, including the mobilization of all project inputs, supervision over project staff, consultants, and subcontractors. His/her responsibilities will include managing the project and its activities at project sites, including liaison with the national PMU for the mobilization of all project inputs, supervising project staff, consultants, and subcontractors. He/she will also be responsible for the day-to-day operation of the project.
Scope of work:
· Manage the overall conduct of the project at field sites.
· Plan the activities of the project and monitor progress against the approved work plan.
· Execute activities by managing personnel, goods and services, training, and low-value grants, including overseeing all contractors’ work.
· Monitor events as determined in the project monitoring plan, and update the plan as required.
· Support the implementation of GRM.
· Provide support for completion of assessments required by UNDP, spot checks, and audits.
· Manage requests for the provision of UNDP financial resources through funding advances, direct payments, or reimbursement using the FACE form.
· Monitor financial resources and accounting to ensure the accuracy and reliability of financial reports from the site.
· Monitor progress, watch for plan deviations, and make course corrections in consultation with the national PMU when needed within project board-agreed tolerances to achieve results.
· Ensure that changes are controlled and problems addressed.
· Perform regular progress reporting to the national PMU, including measures to address challenges and opportunities.
· Support the national PMU in preparation and submission financial on a quarterly basis.
· Support the national PMU in the management and monitoring of project risks – including social and environmental risks - initially identified; update the status of these risks by maintaining the project risks log;
· Capture lessons learned during project implementation.
· Support the national PMU in revisions to the multi-year workplan, as needed, as well as annual and quarterly plans if required.
· Ensure that the indicators included in the project results framework are monitored annually in advance of the GEF PIR submission deadline so that progress can be reported in the GEF PIR.
· Support the national PMU in preparation of the GEF PIR;
· Support the national PMU in monitoring implementation plans including the gender action plan, stakeholder engagement plan, and any environmental and social management plans;
· Support the national PMU in monitoring and tracking progress against the GEF Core indicators.
· Support the Mid-term review and Terminal Evaluation process.
Expected Result:
· Make sure that the Community-based Climate-responsive Livelihoods and Forestry (CCLF) project is timely and appropriately identified, surveyed, designed, and implemented on the ground;
· Regular monitoring of all activities and implementation of monitoring findings on the ground;
· Preparation of monitoring reports, field mission reports, and data collection for Quarterly Progress Reports (QPRs) and Annual Progress Reports (APRs);
· Capacity building of provincial staff and provincial engineers is built to properly implement climate resilience livelihoods and irrigation infrastructure projects on the ground;
· Quality assurance of the project infrastructure sites;
· Make sure Mid-Term and final Evaluation recommendations are adequately addressed;

Institutional arrangement:
The two Provincial Coordinators will work in close coordination with the UNDP team in the region and the National Environmental Protection Authority (NEPA) as the main stakeholder as well as the communities in the targeted areas. They will report and work under the guidance and supervision of the CCLF Project Manager.

Working Conditions
· Based full-time in Kunar province (1 Provincial Coordinator) and in Badakhshan province (1 Provincial Coordinator).
· Frequent travel within the project area and to the regional and main UNDP offices will be required.
· The Provincial Coordinator based in Kunar will cover project locations in Kunar province, and the Provincial Coordinator based in Badakhshan will cover project locations in Badakhshan province.
· Must adhere to the safety and security protocols of the organization.
· Costs for Transportation, Phone, Credit Card, Accommodation, and Food will be covered by the Provincial Coordinators, as provision for these costs is included in the salary.
Payment: Monthly basis (Salary will be inclusive of Travel and logistic Costs)
